Former Senator George Mitchell speaks about the release of his committee's findings on Dec. 13 in New York City.

At a press conference on Thursday, former senator George Mitchell described a performance enhancing drug culture flourishing in Major League Baseball. Mitchell's long-awaited report identifies current and former players, including Roger Clemens, Barry Bonds, Jason Giambi, and Miguel Tejada.

The report says that blame also lies with management — for looking the other way — and with the players' union, for resisting testing and advising its members not to cooperate with the investigation.
