L.A.'S Storm Drains

NPR's Mandalit Delbarco reports on efforts to clean up storm drains in Los Angeles. Runoff from rainstorms carries most of the untreated pollution that fouls the water in Santa Monica and San Pedro Bays. New state regulations try to get individuals to stop dumping waste into the storm drains.
