NPR's Mike Shuster reports on the Clinton administration's proposal for an all-African military force that would intervene in crises in Africa. The U.S. is offering to help finance, equip and train such a force. Secretary of State Warren Christopher will be pushing the idea during his week-long trip to Africa, which began today. African nations are responding favorably, and although some Republicans in Congress oppose the plan, even some Republican policy makers say the idea should be given a chance.
