When Janet Reno steps down this month, she will have made history as the longest serving attorney general of the 20th century. Her eight-year tenure has been book-ended by controversial decisions in Waco, Texas, and in the case of Elian Gonzalez. But Reno also leaves a legacy of law enforcement at the local level.
