Ballot Initiatives Gain Popularity with U.S. Voters

Voters in 34 states practiced their own version of "direct democracy" Tuesday -- bypassing legislatures and voting on 163 total ballot initiatives. NPR's Tony Cox speaks with Elizabeth Garrett, an expert on state and regional initiatives. She's with the Initiative & Referendum Institute at the University of Southern California, where she is also a law professor.
