This week President Clinton signed the National Highway Safety Bill. One of its provisions stops the Federal Government from threatening states that don't have a motorcycle helmet law. Discussions of whether or not to wear motorcycle helmets are controversial and Daniel uses the issue to examine the issue of public safety versus personal freedom.
