A federal appeals court ruled today that the sexual harassment suit filed by a former Arkansas state employee against President Clinton can proceed. The president's lawyers had asked the court not to require a sitting president to testify under oath. The 3-judge panel ruled that a president is not immune from civil suits for his unofficial acts.
