David Bar-Ilan is the director of Communications and Policy Planning for the Israeli Government. He talks with Robert about why the tunnel was completed without first talking to Palestinian authorities in the middle of the night. He claims that there was a gentleman's agreement with religious authorities about excavations some months ago, and he doesn't believe the current conflict was caused by the tunnel.
