Combatting youth crime has become a priority for President Clinton, who recently asked Congress to fund a major effort to reduce juvenile crime. Many of the cases in juvenile court are over troubled youths who -- depending on what happens to them in court and outside -- may or may not wind up as hardened criminals. Julia McEvoy followed one such youth, Emanual Johnson, through his experience in Cook County's Juvenile Court in Chicago.
