NPR's John Ydstie reports on Peruvian economist Hernando De Soto's newest book, The Mystery of Capital. In it, De Soto says that third world countries do have the resources necessary to compete with the first world economies. De Soto says changing the system in many countries is difficult, because the political and economic elites aren't willing to give in.
