Border buoys compound Texas flood safety risks

Texas floods faced a new threat in addition to water damage: runaway buoys. About 600 metal border buoys floated free in the water and recent flooding. Some hit the columns supporting the World Trade Bridge in Laredo, which was shut down during the emergency.
