Robert talks live with NPR's Ted Clark about the US decision not to punish China for selling equipment to Pakistan that could be used to make nuclear bombs. The US had threatened to impose sanctions that would affect 10 billion dollars in US projects in China. But China agreed to make a public committment not to sell such technology in the future.
