FDA Wants To Lower Nicotine In Tobacco Cigarettes

The FDA announces a new approach to regulating the amount of nicotine in tobacco cigarettes. NPR's Rob Stein tells Rachel Martin that research shows there may be a non-addictive level of nicotine.
