A growing trend called “teen takeovers” where scores of young people converge on small areas have raised safety concerns in cities across the United States, and prompted officials to develop strategies to control the trend.

Nearly two dozen youth, including minors, were arrested at a "teen takeover" event at Tampa's Curtis Hixon Park last Friday. The city is partnering with organizations to host a community event.

Instead of arresting juvenile first-time offenders, law enforcement agencies in some Florida counties are opting for civil citations.
